Atomic replay-state port used by DpopVerifier.
Implementations must make check_and_record atomic across every verifier
instance in the deployment scope and retain an accepted identifier for at
least the proof validity window. Storage failures must return an error;
they must never be treated as a fresh proof. This method is synchronous, so
implementations must not block an async runtime worker on remote I/O.
